Introduction

The process of growing and developing organization refers to the concerted efforts and the approaches programmed and supported by the top management, and which are being carried out to introduce the necessary gradual changes to all the organization’s elements for optimizing the different resources of the organization to guarantee elevating the levels of efficiency, effectiveness, performance, and development of the latent capabilities of all members of the organization from the status quo to a new targeted position continuously. In the meanwhile, the development refers to the process during which a transition would be made from a certain point to the required position. Therefore, the concept of development extends to represent a continuous and infinite development process.

Since the human resources are viewed as one, if not the single, of the most important resources in the organization, a dedicated efforts have been made toward the development of such resources. And this means the organized scientific efforts the organization exerts to optimize the human resources and elevate the level of their skills and experience through the approach most relevant to the nature of work required to be achieved in a way that warrants boosting the level of skills and knowledge, increase the effectiveness of the individual and group performance, and continuously develop the latent capabilities of all individuals from their current position to the targeted position, in order for them to handle higher roles and responsibilities. And this is usually carried out through the training process in addition to the career counseling and planning.

Organizations in any country leads the change and development. Therefore, they should cope with the development process, because any positive gains from the development would undoubtedly and consequently would reflect on the future and development of the country.
